Ronald Cosme, of Ellendale, Delaware, was struck by two vehicles while walking southbound on U.S. 113. Police pronounced him dead on the scene. The drivers of both vehicles will not be charged with any crime, since they were neither drinking nor neglecting to wear seatbelts. The accident took place in a foggy, poorly-lit section of highway in a densely wooded area.
